[openstreetmap-website] Add a help jumping-off page (#456)

Oh Frederik, do calm down. :)

That really isn't what's being suggested at all. The issue is that if there is a button that says "Learn OSM", the well-intentioned newbie will click on it, because they want to learn how to use OSM. They will be told "first download JOSM", and will do so. They will then be told they need this thing called "Java", and will go and find that. After about half an hour their head will hurt, and they'll give up on OSM and do something else.

That's not an attack on JOSM, just an acknowledgement that you should perhaps take some lessons before piloting the Starship Enterprise. Until LearnOSM gets an iD tutorial, "Learn advanced editing" would be a splendid alternative link.
