[openstreetmap-website] Layers panel should be closed after selecting a layer (#465)

Old workflow (before site redesign): move mouse cursor over layers button, click on a layer once, move mouse away from the button. One click → layer was changed.

New workflow: press "layers" button, click on a layer, click on close buttons. Three clicks at three different sides of a screen (close button is far away), and they are more frustrating when a layer opens another panel (e.g. data layer).

Please make it two clicks. For example, hide layers panel automatically after choosing a layer. I guess users rarely need to change more than one thing in that panel.
