[openstreetmap-website] browse/changesets?bbox=... redirects to incorrect URL (#586)

I'm not sure you understand the issue. My bookmark used to bring up up the changesets for a region, now it redirects to a page fragment. An appropriate redirect would be to http://www.openstreetmap.org/history#map=8/40.185/10.519
