In the settings dialogue at https://www.openstreetmap.org/user/XXX/account
we have tghe password change fields. However, they are not named "change
password" or "enter new password" or the like, but just "password".
I would suggest to add a sentence like "Please enter your new password if
you want to change it" above the input fields, or rename the field labels
"Enter new password" and "Confirm new password".
German locale translation of the strings is at
rails/config/locales/de.yml#L1699
This has recently caused confusion for at least one user
(https://help.openstreetmap.org/questions/19869/how-to-change-or-renew-
the-osm-password).
