[openstreetmap-website] New map UI (#328)

Buttons at right looked fantastic in the design presented at SotM US. Not because they are there, and not because Google did it. All other elements in those mock-ups were located not at the left side, like they are now, but at the top of the page, along with toolbar buttons. So there are two sides on which a user have to concentrate their attention, not three, as proposed in this pull request.
