[openstreetmap-website] Add welcome page (#338)

As we zero in on details, I'd like to emphasize the overall goal here: this is to create a one pager that helps anyone new get started mapping. It's what you'd link to from a sentence like:

> Join the OpenStreetMap and [get started mapping](http://osmlab.github.io/welcome-osm/).

This is some of what's currently being done:

- http://wiki.openstreetmap.org/wiki/Beginners%27_guide
- http://learnosm.org/en/beginner/introduction/
- http://openstreetmap.us/start-mapping/
- http://osmlab.github.io/welcome-osm/

none is ideal.

The page proposed in this PR would be used:

- When any user signs up, as a replacement for much of the content of the text-only and outdated welcome email
- To link to OSM where the intent is to get people get started with mapping (could be from an edit button from any OSM map out there for instance).
