[openstreetmap-website] Add welcome page (#338)

Further comment, while I'm all for keeping things simple. Listing "changsets" on a beginners page as part of the lingo and not relations would seem to be the wrong way around. And while relations may in some cases may leed to complex constructs I don't believe they are conceptually out of grasp of a typical beginner.
