[openstreetmap-website] New map UI (#328)

I'll give you the data layer one (maybe that got lost in the migration to leaflet, or maybe I'm just misremembering) but it is true that the current interface disables the "add note" function until you get to z12 while this new UI allows you to add a ntoe at any zoom.
