[openstreetmap-website] Add welcome page (#338)

The names displayed are now customizable via translations and randomized: each locale can list six or more names chosen by whatever criteria the local community decides, and a random sample of six of them will be chosen each time the page is displayed.

Based on the discussion here, the English names are currently:

- Apple
- Craigslist
- Flickr
- Foursquare
- Garmin
- Le Monde
- MapQuest
- Telenav
- USA Today

On an aesthetic and functionality level, I would encourage keeping the image. It provides some vertical rhythm to the pages, breaking up the blocks of text, and makes concrete the distributed nature of the project.
