[openstreetmap-website] Add welcome page (#338)

I am wondering if the text right at the top "a free map that you can edit" should be changed to "a free wiki map that anyone can edit".

I think people have by now associated the word "wiki" with a large scale collaborative effort to curate information. So I think using that word is probably the fastest and shortest way to roughly explain what OSM is about. The term "a map that you can edit" could just as well mean custom "my maps".
