[openstreetmap-website] Add welcome page (#338)

Overall I like it, most of my comments are wordsmithing points.

Minor technical issue, "Sign up here" and "the map" links to the main site, even on the [welcome.apis.dev.openstreetmap.org](http://welcome.apis.dev.openstreetmap.org/) instance.

Other minor issues

Ways can be areas, so perhaps

Perhaps
