[openstreetmap-website] location-control does not work with android stock browser or chrome on android (#365)

The control is [leaflet-locatecontrol](https://github.com/domoritz/leaflet-locatecontrol) but uses [map.locate](https://github.com/domoritz/leaflet-locatecontrol/blob/gh-pages/src/L.Control.Locate.js#L99), which uses the [pretty standard navigation.geolocation](https://github.com/Leaflet/Leaflet/blob/master/src/map/ext/Map.Geolocation.js#L19) api - there's not too much a js library can do right / wrong in that regard. Probably a phone-specific issue.
