[openstreetmap-website] Official Road Routing via multiple providers (#381)

So here is what is needed to get routing on osm.org:

* Code to integrate it into the web site - a client side implementation is fine as far as I'm concerned, possible even preferred, though it will obviously need to be of suitable quality.
* A default routing engine that is running on OSMF run hardware - we have budget for the hardware but would ideally be looking for somebody willing to admin the routing server(s). Currently we see OSRM as the most likely candidate for this engine but we are open to other ideas.

Once that is done adding support for additional third party services becomes an option, subject to appropriate services being available.
