For planning of the technical part: contact with TomH/OWG? http://www.osmfoundation.org/wiki/Operations_Working_Group
For planning of the user part: "It is anticipated that this proposal be put to the community for comments before a final decision is made" can be read on http://wiki.openstreetmap.org/wiki/Strategic_working_group/New_Routing_services_Guidelines_Proposal. Which (at least) means starting a discussion at @ talk on this.
My thoughts as a user: let's not try to change a routing engine into a http://www.viamichelin.com. Instead, as osm.org is helpful for mapping, a good routing engine can also be helpful in mapping by using the routing tags osm.org does not show. Like turn restrictions, maxspeeds, turns, lanes etcetera. Thus the goal of a routing engine on osm.org would be improvement of data quality.
