[openstreetmap-website] Do something more sensible when searching with no text entered (#394)

If you hit search with no text entered you get no results from Nominatim immediately, but the GeoNames search takes a while to return, and when it does return it gives you a bunch of places in Iran. We should probably handle a blank search internally. I see two possible responses

* Produce an error message saying no text was entered
* Reverse geocode the current location, as proposed in #373. The downside to this is it wouldn't be obvious that this feature exists.
