[openstreetmap-website] New page for after accepting terms (#399)

An alternative option is to get more people to use OpenID with a trusted provider (like google and yahoo) as there you don't have the email verification step and it also simplifies account creation in other parts. The still to be merged login with facebook also doesn't have this issue and would simplify account creation.

Although using federated login with one of these big providers like google or facebook has privacy implications, chances are that those people who are lost between account creation and confirmation aren't going to worry about privacy too much.
