[openstreetmap-website] Add iD editor (#225)

For unsupported browsers, I think I agree with @apmon that an error message is better than not having iD appear at all, and will give IE8 users a nudge to upgrade.

I believe all the integration points (search, permalinks, maximize) are implemented.

@tomhughes are you seeing any other issues on this?
