[openstreetmap-website] Add iD editor (#225)

I assume that iD is currently choosing a locale based on the `Accept-Language` header? Ideally we should integrate it in the same way that Polatch is so that the rails code can choose a locale, taking the user's preferences into account, and pass that information in to iD.

If that was done as a URL to the JSON file it would also allow an asset path to be used.
