[openstreetmap-website] Strings for map overlays are untranslatable (#287)

They are actually translatable - the strings are at https://github.com/openstreetmap/openstreetmap-website/blob/master/config/locales/en.yml#L2030. There was a bug that mean the translations were looked up too early though, before the locale had been set - that is fixed in d1c900901939c1d168ba31f40ea688ff41521dfa.
