[openstreetmap-website] Redesign (#498)

A few more things:

* The tooltips for *“Zoom in to see map data/notes”* can't be [translated properly](https://github.com/osmlab/openstreetmap-website/blob/redesign/app/assets/javascripts/leaflet.layers.js#L160).
* Those tooltips have very low contrast against the white background of the *Map Layers* sidebar.
* When adding a new note, the orange highlight circle doesn't move when the note is dragged. (In that case the highlight wouldn't even be necessary because the *new note* alrady has a different marker.)
* Clicking on notes is broken on firefox20: On first click, the orange highlight is not visible. On second click one is redirected to completely unrelated locations (where the orange highlight re-appears). This also happens when opening an URL like http://redesign.apis.dev.openstreetmap.org/browse/note/1 which results in the map being at `46.00000/24.00000` instead `46.27531/11.61457`
