[openstreetmap-website] Redesign (#498)

@AndrewHain because when it is clicked by a non-logged-in user it immediately prompts them to log in rather than taking them to the page, which is unexpected and annoying. The welcome page could probably be ok for non-logged-in users but the text would have to be changed a little bit. For example:
> Now that you're signed up, you're all set to get started mapping.

In general, that help page could probably do a better job of linking to more things like http://learnosm.org/en/ and other resources but that's not a priority of this redesign right now.
