[openstreetmap-website] Add accesskeys/mnemonics to important links (#504)

I think the main problem that the wikipedia people had was the clashing keys thing, which is largely resolved by the browsers now using different modifiers for HTML access keys versus browser builtin functions. The downside of course is that they're less useful because you now have to hold down so many keys to access them...

Anyway I'd also be interested in any objections have to specific key selections, as once a key has been assigned to a function it will be hard to change (well unless we want to emulate the JOSM approach to keyboard shortcuts anyway).
