[openstreetmap-website] Layers panel should be closed after selecting a layer (#465)

Some other ideas to speed-up layer changing:
* close layers pane on double click on entry and stick to current behaviour on single click
* add mnemonics (cf. #504), maybe also to specific layers (e.g., to switch to standard layer w/ `ctrl-alt-1`)
