[openstreetmap-website] Redesign (#498)

A few observations based on the test deployment - i hope they are helpful to improve it:

* the 'Help' link in the header leads to a rather compact page with just a few links.  It might be worth to change this to a dropdown which is much faster for moving to the various help resources.
* while the old design prominently mentions the open license of the data the only hint on the starting page in the new design is the credits link directly in the map.  This should be in the welcome message in my opinion since this is what distinguishes OSM from other 'free' and community driven maps.
* i assume this is already planned as part of 'implement responsive design for header' but the header could use some tooltips.
