[openstreetmap-website] [enhancement] Trace description autosuggestion (#514)

When a contributor uploads a new gps trace, the website could look at the name of the selected file and if it's meaningful (i.e. does not simply look like Track 001 or what ever), automatically suggest the description based on that name.

E.g. I've got a track called “2013-10 (Russia - Penza oblast) Chemodanovka + Seliksa [car].gpx”

1. I select the file to upload in a Firefox tab
2. I switch to muCommander, find the same file there too, F2, CMD+C
3. I switch back to the browser and paste the name into the ‘description’ input.
4. I press ‘upload’ and get the desired description while the file name is converted into ‘2013_10__Russia___Penza_oblast__Chemodanovka___Seliksa__car_.gpx’.

Could be:
1. I select the file to upload in Firefox, javascript looks at the file name, decides that it's not standard, pastes it into the ‘description’ field.
2. I press ‘upload’. Done.
