 I believe this was a deliberate design decision.

 Basically it's a question of a tradeoff between making it easy to select
 the whole text for the large number of people that just want to share the
 link, and allowing a small number of people that only want to select part
 of it to be able to do so.

 You can always select from the URL bar of course, if you only want to
 select part of the link.
