[openstreetmap-website] Enhancement : Revise text for New Note (#667)

I like this proposition. 

The message zoom in will be clear and do the job.
The Notes proposition is clear, plus a link to the wiki invites people to look if they dont understand what it's mean As descriptive as possible.

The only problem that I see is the login step. How to present this without forcing to create an account ?
