[openstreetmap-website] Enhancement : Revise text for New Note (#667)

While nobody expects Notes to be foolproof, and while we want to lower the barrier as much as possible, we still need to do our best to improve the signal-to-noise ratio, otherwise many mappers will stop looking at them. 

Some things we could do without changing the text or overwhelming newcomers :

* Add a "login before creating a note to receive updates by email" link if the user isn't logged in.
* Link "as descriptive as possible" to the wiki page that describe notes's purpose, do's and don't in better details.
* Require a higher zoom (currentyl 10, I'd recommend 16) before enabling notes.
* Do not disable the right-hand "add a note" button on low zoom. Disable the left-hand "add note" button instead, changing its text to "please zoom in".
* Require a minimum number of characters per note (say 40).

As for the text itself, I think it could be improved and simplified at the same time. Currently it's a one-sentence wall of text with some superfluous bits, and some important info tacked near the end. How about : 

    Notes are used to improve the map, and are visible to everybody. Please : 
    * Drag the marker to the precise location of the problem
    * Be as descriptive as possible (link to wiki)
