[openstreetmap-website] Add a landing page for "fix the map / report a problem" links (#671)

@smsm1 the proposed text already handles that with the same text as on the welcome page.
 
@gravitystorm the current simple link to the sign up page could be replaced by a button "Join OpenStreetMap" or similar. And yes, particularly if somebody just wants to add a note it obviously would be best if we could preserve any current location the visitor had had when he clicked on the link. Perhaps going as far as placing a note at that point if the visitor doesn't sign up for an account (just having 2nd thoughts right now about taking it so far, that needs to be carefully though through).
  
@Jonobennett I think it is open if perhaps simply the main map page (or perhaps a replacement page for the top level of the wiki) should and could fullfil the very general triage role. One of my reasons behind proposing this page is simply that the "industry standard" is now for third parties with a slippy map on their site to have two links/buttons one for legal terms, the 2nd one for "report a problem". We don't need to convince everybody that this is a good thing because the goog has already done so and we can piggy back on their effort. Given that, legal debates aside, we are really really interested in people that take the effort to want to fix something in the data, getting something in place for them is my priority.
