[openstreetmap-website] Add a landing page for "fix the map / report a problem" links (#671)

@simonpoole Love this idea -- having a landing page like this would definitely make a smoother flow from third-party sites to sign-up or note-adding.

I agree with the above comments that the calls to action could be stronger. Here are my suggestions:

* Drop "what's on the map". If they sign up, they'll see this on the welcome page.
* Split "How to Help" into two columns. Big prominent buttons. Left: "Sign up and Edit the Map". Right: "Add a Note to the Map". Below each, a short bit of text describing each option. For sign up: "OpenStreetMap is built by volunteers all over the world. You can join the community and fix the problem directly." For notes: the first sentence from the current "No time to Edit? Add a note".
* Make the "Add a Note" button go straight to http://www.openstreetmap.org/note/new
* Pass along location query parameters, same way that /welcome does.

Can you talk about the motivation for the sentence about legal concerns?
