[openstreetmap-website] Outdated Tiles do not re-render (#679)

At the location http://www.openstreetmap.org/#map=19/52.13612/11.64686 , several tiles are outdated compared to the underlying data that is visible in the editor. The zoomed-out version http://www.openstreetmap.org/#map=18/52.13603/11.64737 , however, is up-to-date.

I cannot get the individual tiles (e.g. http://a.tile.openstreetmap.org/19/279104/172856.png ) to re-render the usual way by appending "/dirty". They just do not change even minutes after marking them as "dirty"

The corresponding status page http://a.tile.openstreetmap.org/19/279104/172856.png/status acknowledges that the tile is outdated:
```Last rendered at Sat Jan 01 00:00:00 2000. Last accessed at Thu Jan 16 13:10:33 2014.```
, but no re-rendering occurs

This seems like a backend issue. (I used the Firefox Network Monitor to ensure that this is not simply a client-side cache issue).
