[openstreetmap-website] Allow using edit button without logging in, for users with remote control as default (#775)

To reproduce:
log in
switch edit to remote control
log off
attempt to edit by clicking edit button (expected: it will work like selecting "remote control from dropdown menu", what happens: redirect to login page)

It seems that my report in #754 was not clear enough to fully fix this problem
