[openstreetmap-website] German version of http://www.openstreetmap.org/help links to English wiki (#722)

To reproduce: 
- open page  'http://www.openstreetmap.org/help' on a computer with German localization 
- click on 'wiki.openstreetmap.org'
-> the page 'http://wiki.openstreetmap.org/wiki/Main_Page' is opened.
The expected result is 'http://wiki.openstreetmap.org/wiki/DE:Main_Page', i.e. the German version of the wiki. 
This might happen with other localizations as well.
