[openstreetmap-website] Add an overpass based query tool (#721)

This overlaps to some extent with the existing "Map Data" overlay layer, right? Clearly the data layer overlay has some issues, the most major one being performance limitations, for which we've applied band-aid solutions that are only partially effective and introduce their own usability problems. My concern about adding another "data browse" type feature, without articulating the underlying needs or use cases clearly, is that we end up just piling something on top that's also only a partial solution and also has significant limitations. (And once we add something, it's extremely difficult to remove or replace, no matter how good the alternative is.)

So, my main questions are high level ones: What needs do you see this feature addressing? How does it fit into the overall purpose of OSM.org? And is there a way, now or in the future, that we could bring the data layer and overpass query together into a unified feature?
