[openstreetmap-website] allow writing first comment in own changeset (#845)

Sorry, what is the problem you are reporting here? As far as I know there is no restriction that prevents you commenting on your own changeset?

Are sure the problem isn't just that it was still open? You can't comment (nobody can) until the changeset is closed.
