[openstreetmap-website] Relation membership should be on top of detail pages (#794)

@mboeringa sorry about the unexplained code. My patch *only* alters the display for ways, and what it does is moves the "Part of: Relation x" block up so it's above the "Nodes" block. (The code is not really related to OSM API, it's one of the template files using Ruby's "ERB" templating system.)
