[openstreetmap-website] Relation membership should be on top of detail pages (#794)

@danstowell, thanks for explaining this. Even this minor change, as per @daganzdaanda's original suggestion, will be of help making the relation information more accessible. Still, I think having the fulll multipolygon relation tagging / details information displayed first, and allowing people to "drill down" from there to individual ways and nodes, may be more intuitive for many people. But arguably, this is just one "point of view"...
