[openstreetmap-website] Simplify sign up (#894)

@tomhughes you mention that we'll have all these accounts on the book that haven't done anything, but don't we have something like a million of those now?

Should we maybe open up a new ticket that says "If you haven't made an edit, or a note, or a comment, or a diary, and your account has been active for a year, we'll send you a warning email, and then shortly thereafter, close the account?

That'd address your concern and save us tens, maybe even hundreds of bytes in our database.
