[openstreetmap-website] Allow passing a location to the fixthemap page (#1009)

If an external map user wants to direct to the Report a problem / Fix the map page, they have no way of doing so while passing along location information, which they may have.

E.g. a external map user with a "Report" link in the lower-right corner right now has to choose between directing to the create a new note page, which doesn't provide context on what OSM is, and the fixthemap page, which doesn't direct them to the appropriate location if they click on the note icon after landing.
