[openstreetmap-website] Allow passing a location to the fixthemap page (#1009)

@pnorman ehhh that has always worked. See for example osm.ch which passes the coordinates to the fixthemap page and where you will get centered on the location for editing, or a note will be created there if you choose to go the note route.,
