[openstreetmap-website] Make searching "x to y" give directions (#1061)

Well it's far more complicated than that because not every language will be `A to B` and then what do you do if `to` or equivalent appears in one of the places.

Basically this winds up requiring a natural language parser for each different locale.

Given that nominatim hasn't solved the query parsing problem yet I doubt we will be doing so any time soon in the rails code.
