[openstreetmap-website] joined osm logo png with svg in picture element (#1054)

I don't think optimising the SVG like that is going to work either - as soon as somebody edits it the "optimisation" will presumably be lost (likely a bigger issue in the other PR than this one). The correct approach is to have the asset pipeline do any optimisation.

What does this "optimisation" do anyway? Is it achieving anything that a simple gzip doesn't?
