[openstreetmap-website] Add UMap functionality (#1056)

Routing is useful because it gives feedback for mappers on data - and multiple routing engines allows comparisons.

I've used uMap, and it doesn't tie in with OSM data to improve data debugging. If people are expecting this functionality, we might want to add pointers to it, but that's different than integrating it.
