[openstreetmap/openstreetmap-website] Use Leaflet Routing Machine (#1262)

Currently OSM.org implements it's own abstraction layer over multiple routing services. There are existing generic solutions like LRM that do that as well. In the interest of consolidating code I propose to switch to LRM.

For this LRM needs to catch up a little feature wise because it does not support all the instruction types that OSM.org now supports.
