[openstreetmap/openstreetmap-website] Reduce maximum changeset size to 10k changes (#1259)

Just reading back through the discussions on this point... What is a
"change" in this context, that counts towards the maximum? If one
creates/edits large admin boundary with >10k nodes in the ways that
constitute the relation, will that fall foul of this limit? If so, I
guess we would have to upload the constituent ways in groups with
count(nodes)<10k, and then finally the relation itself, in a number of
separate changesets. Or am I seeing this wrong?
