Any OSM object you upload.

No, the admin boundary is just one object. If you were to take the
boundary of England however and move it 10 metres to the North, then
you'd likely be modifying more than 10k nodes in one go and that would
be rejected - unless your editor is clever enough to split that into
multiple uploads, which JOSM e.g. does
