[openstreetmap-website] terminology: changeset discussion vs. changeset comment (#1144)

While I believe that you have enough OSM experience to distinguish these things, I have seen often enough confusing among new users. And it is the same context, i.e. changesets, which are first commented by the creator, and then discussed by the community. Teaching a newbie to leave changeset comments thus is ambiguous. Finding the best German translation can be moved to talk-de.
