[openstreetmap-website] terminology: changeset discussion vs. changeset comment (#1144)

The terms ```changeset discussion``` and ```changeset comment``` are not used consistently, both in the software and in the English localisation 

>From my perspective, a changeset comment is what the author hopefully writes in the changeset's ```comment``` tag, while the discussion is the dispute While the latter is already labelled ```Discussion``` on the website, there are a number of notifcation messages that use ```has left a comment``` or ```has commented on``` 

Should I write a PR to improve that (for the messages, not touching the labels in the code)?
