[openstreetmap-website] terminology: changeset discussion vs. changeset comment (#1144)

Well logically the discussion is the whole thread, which is made up of comments.

Now you could use either `discussion` or `comments` plural to refer to the group entity, but probably only `comment` makes sense for the individual elements of the discussion.
