[openstreetmap/openstreetmap-website] Disable automatic gravatar opt-in, as it violates the privacy policy (#519)

@tomhughes please let's move the libravatar discussion to #1228 -- this ticket is for the opt-in.

For the opt-in, I guess it's a GUI issue, the user could be warned on entering/changing the email of the possible ways in which such email could be exposed, and made to choose at that very moment whether or not to use the various services (at that point his/her email hash would not have been shown to anyone else, and a preview of what would be obtained would help in choosing).
